Kuuku Ya’u People
Kaapay Kuuyun Aboriginal Corporation RNTBC (KKAC) and Cape York Land Council will hold a consultation meeting on 14 August 2024 in Lockhart River with the Kuuku Ya’u People as identified in the Ross on behalf of the Cape York United #1 Claim Group v State of Queensland (No 2) (Kuuku Ya’u determination) [2021] FCA 1464 who hold or may hold interests in Lot 29 on SP 246910, Lot 46 on SP 246910 and Lot 52 on SP 246910 (shown by the purple lines on the map below) which is the area of the proposed cultural heritage agreements.
The meeting will be held as follows:
Time: 10.30am – 1.30pm
Date: Wednesday, 14 August 2024
Venue: Lockhart River Social Club, 275 Maathuy Street, Lockhart River QLD 4892
Each Cultural Heritage Decision must be made in accordance with rule 12 of the PBC’s rule book. Accordingly, Kaapay Kuuyun Aboriginal Corporation RNTBC shall ensure that for all Cultural Heritage Decisions:
- the Corporation uses all reasonable efforts to ensure that:
- (A) Native Title Holders with particular knowledge about traditions, observances, customs or beliefs associated with the land or waters affected by the Cultural Heritage Decision; and
- (B) Native Title Holders who have responsibility under Aboriginal traditional for some or all of the land or waters affected by the Cultural Heritage Decision or for significant Aboriginal objects located in or on such land or waters; have been identified (the “Cultural Heritage Decision Makers”);
- the Cultural Heritage Decision Makers understand the nature and purpose and effect of the proposed Cultural Heritage Decision and are given an opportunity to express their views on, and are generally in agreement with, the proposed Cultural Heritage Decision; and
- the principles of free, prior and informed consent are applied.
The purpose of the meeting is:
- For the Department of Health/Torres and Cape Hospital and Health Service to present on the following matters:
- a. Cultural heritage issues on land used by Queensland Health in Lockhart River; and
- b. Development of new Primary Health Care Centre; and
- c. Proposal for long term multi-project cultural heritage agreement.
- To afford Native Title Holders an opportunity to provide feedback to the PBC and the Department of Health/Torres and Cape Hospital and Health Service;
- To take instruction from the Native Title Holders in their capacity as Cultural Heritage Decision Makers.

Who is invited to attend the meetings?
The Native Title Holders/Cultural Heritage Decision Makers are the Kuuku Ya’u People. The meeting is open to all Kuuku Ya’u People. The Kuuku Ya’u People are those Aboriginal persons who are descended by birth, or by adoption in accordance with the traditional laws acknowledged and the traditional customs observed by the Kuuku Ya’u group, from one or more of the following apical ancestors:
a) Johnny Doctor and Nancy (Tawamulu);
b) Charlie Kanora;
c) Charlie James (Flathead) Pascoe;
d) Billy Yatuma;
e) Hughie Temple;
f) Annie Anderson;
g) Topsy (wife of John George Hollingsworth);
h) Charlie Claudie Snr;
i) Mother of Billy Wenlock (Ukunchal);
j) Barney Claudie;
k) Annie Butcher;
l) Bob Pascoe and Dick Turku (aka Dick Yennan) (siblings);
m) Puunchukuupi (Frank Anderson);
n) William Clark Snr (aka Willie Doctor); or
o) Ma’a Chingal (Charlie Bamboo).
